I'm told that in Romania (and perhaps Moldova?) cell phone costs were so high that sometimes people would just send each other a beep/ring on the cell phone to say that they've arrived at such and such a place. In other words, by dialing and hanging up they save the expense of an actual cell phone minute. The Romanian instructor who I discussed this song with just shakes her head at it and say, "It doesn't make sense."
